Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Security Pledge from European Partners
President Zelensky has stated that European allies have not given him concrete pledges that they will protect his country in the event of a new Russian aggression.
"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukraine's land.
The President's Evolving Stance
Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."
The Ukrainian leader praised that accord as a "significant leap of progress".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.
"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "90% ready".
Territorial concessions and defense pledges have been at the center of unresolved issues for negotiators.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.
Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
